Howard Stevens represents a broad range of clients primarily in Maryland and the District of Columbia´s construction industry, but also in other jurisdictions on a case by case basis. Howard’ clients include general contractors, construction managers, subcontractors and suppliers, and architects, engineers, and other design professionals.

One of Howard´s primary goals is to prevent litigation, or at least the potential for significant disputes, by being mindful of the typical pitfalls during the contract review process.  Howard seeks to minimize risk by providing thorough reviews of contract documents, providing educational seminars to his clients, and otherwise working with clients in ways that are geared towards reducing exposure.

Howard has litigated cases in the Federal, Bankruptcy, and State courts of Maryland and Washington, D.C., and he has work with clients in mediations and arbitration.  Howard has also handled cases before various Boards of Contract Appeals, including the Board of Contract Appeals for Maryland State ("MSBCA"), the District of Columbia ("DCBCA"), and the United States Postal Service ("USPSBCA").

For constructors and design professionals alike, Howard´s clients benefit from Howard’s broad experience in construction litigation. Howard is approved counsel for many insurers of design professionals under their professional liability insurance policies, and he routinely handles many construction law and construction related claims such as mechanic’s lien actions, delay claims, construction defect claims, surety claims, and other related matters. In addition, Howard has been engaged to provide insurance coverage reviews on construction related claims.

In addition to construction related practice areas, Howard has dedicated a portion of his practice to working with clients to protect their intellectual property rights, primarily by filing trademark and copyright protections with the appropriate agencies both in the United States and abroad.
